Here's a thought: It is stated in one of the two's (if not both of them) PokeDex entry that they, unlike their evolutions, get along with each other. Does that make sence?

Random Virrgoose and Slitherbie Info:

Pokémon observers noticed that, unlike both of their family members, Virrgoose and Slitherbie behave friendly rather than hostile towards eachother. More than once, a Virrgoose and a Slitherbie were seen sneaking out each of their lairs to be able to play with eachother. If they were caught by their larger relatives, however, Virrgoose would receive a box to the ear and Slitherbie something akin (but snake-like), and were dragged back home.

Apparently I was in a fable-mood when writing that XD Anyways, Flarsable's explanation is correct, soble. It's a punishment, just like children getting dragged home by their ears when they've been naughty in days of old.

Random Virrgoose and Slitherbie Info:

Pokémon observers are thrilled by the difference in behaviour between a Virrgoose and a Slitherbie on the one hand, and a Zangoose and a Seviper on the other hand. Therefore, they have helped organize secret meetings of the younger pokémon on multiple occasions by removing anything that could wake up their relatives (like twigs that could snap) by their lairs and by taking other measures of preparation. It goes without saying that upon discovery, the observers were no less punished by Zangoose and Seviper than Virrgoose and Slitherbie were. The only exception is that the observers weren't dragged home...

Well, those do exist, but due to an error in translation on the manufacturer's part, they're all in porkchop print. That'll teach 'em to outsorce.

In the wild, they might reach that stage by playing with each other.
