I can see what you mean, they could be sentient seaweed (living, self-aware sea plants), which would probably make them grass/water or water/grass types.
Although a pokemon covered in a flim of algae might also work. Something covered in algae would seem more like a pokemon that lives in freshwater, like lakes and streams, as opposed to one that lived in saltwater, meaning the ocean. I just tend to associate algae with ponds and streams. Maybe teh algae could keep the pokemon moist when it has to leave the water or something.

that sounds good! And that also gave me ideas for their sub-names. They could be called (????) The freshwater pokemon.
But now we need the real names for them

. I was thinking maybe Smalgea, Filalgae, and Antalgae. They just dont sound right.

Personally I perfered the original idea but since two people already like the idea for an intelegent plant I'll go along.

Miravistel, the majority of algae does exist in the ocean; you just see more in ponds because they're still (unlike the ocean, of course). I guess it depends what you mean by algae; you're probably thinking of green film-like stuff, which is more common in freshwater. You still get it in the sea though, in still areas (otherwise it would get washed off).
Algae is ridiculously diverse, there's all sorts of different kinds, like calcereous (which is sort of hard, because it uses calcium), symbiotic (corals are animals, and they use algae to photosynthesise), and your standard seaweed-like stuff, to name but a few...

Yeah, my dad's a marine biologist.
