Why would a pre-evo of Mantine have a stinger when Mantine itself doesn't? Pokmon don't usually get simpler as they evolve.

Haking...we already have a Koffing pre-evo called Laffing. We're not even sure we'll use it yet, since we also have an evolved form of Weezing called Choking, and there's only enough room in the species for one or the other.
Speaking of no room, we also have an evolved form of Arbok, which means we can't have a pre-evo of Ekans either.
As SolarBulbasaur mentioned, we already have Lickityke.
There is space for a pre-evo of Psyduck, but what little description you've provided doesn't work. See, Psyduck isn't very good at controlling its power either.
As for Kittero, there's a rumor that the new R/S pokmon Eneko is a Meowth pre-evo. I'd rather not accept Meowth pre-evos until we can be sure Nintendo doesn't already have one.

Wow. Hm.
On the one hand, I'm disappointed that there won't be a light/holy type or anything else, and also a tad worried about how many of the dumber class of ideas they'll have to use to get 100 new pokmon again without any new types to work with. On the other, it's a relief to learn that our unofficial eighteenth type isn't going to be affected.
In any case, I guess a pre-evo of Meowth is okay, but as always, cave cat, more info would be helpful.

If you made pokmon Light-type just based on whether they can shine, what sort of Light-type attacks would they learn? I suppose Flash would become Light-type, but what offensive powers does brightness have? There would have to be more to it.

Ah, good point. That Laser move I made Normal-type would do well as Light-type. So would Light Screen...hm...
