Okay, I don't think this needs much introduction. Nintendo has introduced a legendary 'wind god' pokémon, that is pure Flying-type. There's a couple of issues with this:
1. The pokémon's concept heavily hints at wind: in its dex info, in its move list, its classification, etc. Yet, it is a legendary, and as a rule, we don't change the type of legendaries.
2. It is a pure Flying-type pokémon, which we established shouldn't exist. This is likely because Nintendo has no Wind-type and making it Normal/Flying would just be silly. It's likely Nintendo will keep pure Flying as something for legendaries only, or maybe even for Torunerosu only.
What is the solution we found?
1. As a legendary, we will not change Torunerosu's type: it stays pure Flying.
2. The moves of a pure Flying-type Torunerosu that would be Wind-type in Bombur, will be converted to Flying-type instead.
3. However, the Pokémon Factory actually engineers new pokémon species. Creating clones of other regions' legendaries is no exception for the Factory. Thus, because there is a Wind-type in Bombur, PF will create a Wind/Flying-type version of Torunerosu as a Special Edition. This Wind/Flying-type version will be the first Special Edition of the new Black/White Archives that we will start up after Black and White are out in the US.
4. This means that players in the PFL, if they ever reach the point at which searching for legendaries, and thus searching for Torunerosu, is allowed, will have the option to choose which version of Torunerosu they wish to encounter: the pure Flying-type version or the Wind/Flying-type version. They will not be considered to be alternate formes, though.
5. Finally, we will consider the pure Flying-type as a type that is restricted to legendary pokémon. So, let me stress the following: we will not approve regular suggestions that are pure Flying-type. Period. The only exception to this rule would be a possible future legendary contest.
In short: PF will have both a pure Flying-type and a Wind/Flying-type Torunerosu.
