I think Florabin and that...thing are the Grass/Flying equivalents to Wingull/Pelipper and Zhestin/Flaredinal. Pokeaddict's staff avatar is the Grass/Flying equivalent to Antarctros and Torburst.

That's my theory.

My memory is not that good but this pokémon reminds me of "Quetzoar", I don´t recall where I heard that name but this bird reminds me of it.

Well, Florabin is both bigger in height and weight so it seems to support my theory that its Florabin's pre-evolution.

Well Gloom is bigger than Bellosom, does Bellosom evolve into Gloom? Does Porygon2 evolve into Porygon, because Porygon is bigger & hevier? The answer for both: No.

Examples are examples. Only one example bypasses the barriers, for example(a lot of the word 'example') Bulbasaur bypasses the Starter cam only be Fire, Grass, or Water Pokemon only barrier because it's Grass & Poison. Which is probably why the Staff made Xoskillitn & Holliguana two types: they can & it fits.
