Actually, Terrankott isn't related to the Spoink line, but to a couple of pokémon that I suggested a long time ago, and that I still have to re-suggest. For now Terrankott does not evolve from anything, but once I re-introduce its non-legendary relatives...

Perhaps it has to attain a certain level with maximum or minimum happiness, or level up with a certain move/item and happiness level.
